- Responsible all safety & security for the centre, property, staff and visitors; plan, execute, develop implementation strategy, action plans, procedure, threat assessments, analysis risk and security audit.
- Work together with relevant stakeholder to:
- support the adaption of local and national requirements to meet safety & security intended level of protection.
- identify local or country specific safety & security hazards and incorporate preventive and protective measures and programs for these.
- define the safety & security arrangements needed and ensure those are considered during Tenant Fit Out and design and construction phase of Toppen’s projects.
- ensure the security operation and systems are developed, designed and installed to meet IKEA requirements.
- define and establish the relating operating procedures and be properly connected with the relevant authorities.
- co-lead the tender for Security Company.
- Take an active role in the design and build-up stage or rebuild of the store to support the implementation of the IKEA safety & security requirements in the following areas:
- Fire prevention & fire control
- Emergency evacuation
- Accident prevention
- Theft/Fraud; Robbery; Burglary; Crime
- Emergency Response
- Natural Hazards
- Build relationship with local authorities to ensure good cooperation.
- Train all co-workers and management of health, safety and security.
- Support with safety & security matters regarding potential operational challenges in the units.
- Get the required Toppen training/onboarding to be ready for all co-workers to create risk awareness.
- Responsible for developing and implementing crime prevention programs including but not limited to the following: theft prevention, customers & employees; damage to property; threats and extortion.
- Ensure a safe and secure environment for co-workers and customers through training, and national/local legal demands.
- Responsible for the performance of the on-site supervisor and staff of the outsourced security service providers of the centre.
- Ensure that all reports from outsourced companies are executed and sent in appropriate manner and according to agreed timeframes, and the information provided is correct.
- Responsible for initiating appropriate negotiations in case such incidents take place.
- Assist the unit to meet the intended level of Safety and Security by achieving positive results during Sec Check and insurance inspections.
- Co-ordinate with the unit Emergency Response Team and management for the handling of any emergency cases and provide appropriate action according to the store Emergency Management Plan.
- Ensuring that the company’s standards and rules are fulfilled in fire prevention, intrusion alarm, access control, video surveillance, safety systems.
- Conduct internal safety and security audits, prepare and hold evacuation drills, firefighting equipment testing in order to ensure highest level of safety in the premises.
- Develop and / or update and implement operations guidelines, standards and procedures in accordance with the company’s standards and legislation.
- Secure incidents are properly reported in the incident reported tool and to insurance companies, when applicable. Ensuring proper documentation and follow–up.
- Accountable for investigation of internal and external incidents and recommending resolution and revision of routines as necessary.
- Proactively implement measures to reduce the number of S&S related incidents.
- Implement crowd management plan when required.
- Be the initial point of contact when fraudulent activities or unethical behaviors (including but not limited to harassment, co-worker misconduct) are suspected or identified.
- Manage the S&S function in the store and develop potential successor.
- Responsible for safety & security budget on Opex & Capex.
- Contribute actively in various meetings.
- Lead the operations team in different assignments, working efficient in a matrix organization.
- Bachelor’s or Master’s Degree in Occupational Health / Safety, Environmental Engineering or a related field.
- 10+ years of experience in the real estate operation field, preferably shopping centre, with 3+ years in managerial level.
- Strong understanding of safety and security issues. Fundamentals of criminal and civil law.
- Ability to design and deliver the complete training packages and programs.
- Risk assessment and accident prevention skills, knowledge of firefighting skills.
- Strong leadership skills, judgement, able to delegate responsibility with belonging authority.
- Proven analytical and strategic thinking skills.
- Proven communication and organizational skills.
- Commercial awareness and customer service-oriented approach.
- Financial responsibility and budgeting experience.
- Organizational skills and multitasking, ability to prioritize.
- Fluent verbal and written communication skills in Malay and English.
- Computer literate.
