About the RoleAre you an experienced Revenues Manager, with a proven track record of leadership and delivering an effective, customer focused service? Following the recent expansion of our shared service partners, we have created a new opportunity for someone to lead and manage our Revenues Collection & Billing service and ensure that our high standards are maintained.Mid Kent Services is an innovative shared service model and the Revenues & Benefits function is delivered on behalf of Maidstone Borough Council, Tunbridge Wells Borough Council and has recently been expanded to include Swale Borough Council.This is a high profile and complex role with responsibility for delivering the administration of Council Tax and NNDR. You will play a major role in defining and leading the future strategy and development of the revenues collection & billing service, as well as managing the day to day operations delivered by over 20 team members. You must be able to demonstrate a high level of organisational skills, and ability to manage a variety of incoming work.The role will require the postholder to lead and respond effectively to changes in national policy on the administration of the billing and collection of Council Tax and Business Rates along with working with the Recovery Manager to maximise income collection for the Council.You will be required to take an active role in the future delivery of the Revenues Team across the 3 different organisations. Whilst the employing authority and main place of work is Maidstone Borough Council, you will be expected to work across the three councils as necessary.If you want to play a major role in defining and leading the future strategy and development of the service, as well as managing the day to day operations delivered by our revenues and benefits team, in a forward thinking authority, we are keen to hear from youThis is a full time position on a permanent contract.About You:The ideal candidate will have significant experience working at a senior level within a large and complex organisation with comparable scale and scope. We are looking for a strong and inspirational manager, who can bring together teams and partners to deliver results.You will need to have a commitment to excellence and have detailed knowledge of Council Tax and Business Rates legislation, as well as experience of having worked and managed staff in a Revenues environment.You must possess the ambition to drive this service forward and be able to lead, coach and motivate teams in order to continuously improve and meet the service objectives. The delivery of an excellent customer service is a key priority for our residents along with working closely with stakeholders to identify customer needs to ensure that these are delivered.Successful applicants must be able to demonstrate:
  • Significant experience of working within a local government revenues environment.
  • Strong aptitude for people management, raising employee engagement and developing resilience across teams.
  • Experience of representing the council at Magistrates’ Court and attending tribunals.
  • Extensive knowledge of council tax, NNDR and the ability to train and develop staff.
  • Experience of working in the collection of local authority revenues service.
  • Commitment to quality and performance, and enthusiasm for new initiatives
  • Continuous relevant experience is essential, as a detailed knowledge of council tax support scheme law and processes relating to council tax are required.
  • IRRV technical membership and council tax modules.
