Coordinates the planning, preparation, and implementation of the annual budget for designated clinical departments. Supports and advises the Executive Director and Associate Dean of Finance on matters and issues relating to the departmental budgets of the designated units; manages the administration of funds and procedures relating to the departmental units’ financial operations including reporting and policy implementation; serves as the conduit through which academic business decisions are communicated to department heads and departmental business support staff.What you need to knowSalary: Compensation will be commensurate to the selected hire’s experience.Required Education and Experience:Bachelor’s degree or equivalent combination of education and experienceEight years of related experience in general office, accounting, or personnel operations, including related supervisory experienceRequired Knowledge, Skills, and Abilities:Knowledge of word processing, spreadsheet, and database applicationsInterpersonal and communication skillsPlanning and organizational skillsAbility to multi-task and work cooperatively with othersPreferred Qualifications:Bachelor’s degree or higher in business related field10 years of related experience in accounting or business5 years of experience in higher education business positions5 years of experience in medical clinic business positions5 years of experience in grants managementResponsibilities:Post Award Financial ManagementProvides oversight and financial management related to Texas Child Mental Health Consortium projects and funding ($6M - $9M per year).Reviews, analyzes, forecasts spending of current 9 TCMHCC projects.Provides guidance in developing budget proposal for additional TCMHCC funds.Serves as primary financial contact for TCMHCC funding.Liaises with each project lead and TCMHCC personnel regarding budget and expenditures.Prepares financial reports and reviews with project leads to ensure alignment with project budgets.Prepares financial reports required by TCMHCC.Fosters and develops collegial relationships with department head, project leads, business staff and other stakeholders related to TCMHCC projects and works to improve the efficiency and standardization of financial processes around the projects.Departmental Budget and FinanceManages the annual budget process related to school of medicine clinical departments.Works with department heads and business leads to develop and forecast annual operating budgets, analyze historical, current and projected financial data and develop strategies to maximize available funds.Prepares reports, analyzes and provides information regarding financial condition of the clinical core of school.Coordinates and submits annual report for fund balances and reserves related to school of medicine clinical departments.Participates in SOM leadership discussions, develops reports and analyzes data relevant to USNWR and other internal/external research expenditure reporting.Develops and implements metrics for timely management and submission of costing allocations and Time and Effort reporting.General Business OversightProvides oversight and direction for all business processes handled by the clinical business team to include Accounts Payable, Accounts Receivable, Account and Reserves management, post award finance, contracts and general departmental finance.Develops goals and objectives for departments supported.Plans, implements, coordinates, monitors, evaluates and provides interpretation of University policies and procedures and monitors compliance for the departments supported. Communicates changes and updates as they relate to business practices and operations.Provides advice on administrative and fiscal procedures.Provides solutions to problems related to business practices.Reviews and updates e-office structure and account attributes for clinical departments within university accounting system.Reviews virtual office structures and electronic access for clinical departments.Approves FAMIS access for new clinical department staff.Advises department staff on FAMIS procedures.Serves as the liaison between units and FAMIS security manager.Team Lead and Team MemberProvides oversight and management of business team supporting clinical departments.Leads team in development and implementation of standardized business processes.Problem-solves and trouble shoots areas of inefficiency.Conducts annual evaluation process and development of team throughout the year.Actively participates in School of Medicine business team; collaborates positively with other team members, works towards improved and standardized business processes across 4 business service teams (research, academic, administrative, clinical), offers constructive suggestions and feedback, works towards cross training plan for continuation of business services due to employee absences or position vacancies.Fosters and develops collegial relationship with department heads, business staff across the school and HSC clinic finance team to provide excellent financial services to stakeholders.Represents the school in meetings with university counterparts related to business topics.Provides input to develop and improves business guidelines, procedures, and processes.Provides leadership by participating on councils, committees, and task forces.Serves as school liaison with various campus and system entities, including academic affairs, financial management operations, purchasing, risk management, general counsel, internal audit, and others.Represents school at state and national interest groups such as AAMC Group on Business Affairs.May supervise business staff and resolve staff conflicts.Instructions to Applicants: Applications received by Texas A&M University must either have all job application data entered or a resume attached.
