If you have the experience in managing engineering and complex process work related to development applications, then we would encourage you to apply!Reporting to the Deputy General Manager Engineering, the Senior Manager, Engineering Development Services is responsible for planning, assigning, training, supervising, and reviewing the work of technical subordinates engaged in engineering design, construction inspection work and cost estimating. You will also provide direction and guidance to staff members on topics relating to recruitment, performance management, coaching while occasionally representing the department at grievance hearings, arbitrations and labour management meetings. As a Senior Manager, you will have the opportunity to create, develop, and coordinate the engineering master servicing plans to support new development in the City as well as collaborating with our Planning and Building Departments in addition to Engineering Infrastructure Planning, Transportation, and Operations on master plans. You will take the lead in creating procedures and processes for reviewing and approving designs for development projects; develop engineering requirements for development applications with input from other stakeholder departments; and ensuring appropriate implementation of the master servicing plan as part of each phase of the development. This role will require you to determine, monitor, and update City inspectors’ responsibilities who are monitoring the construction of City infrastructure by developers while providing support to the senior inspector on technical and complex policy matters; reviewing and accepting plans, specifications, and cost estimates related to development projects; ensuring conformance of contractor’s work to the approved design and City standards and specifications. Other responsibilities include managing the administration of the financial security and damage deposits and bonds; reviewing and resolving development related issues with a thorough understanding of provincial legislation and City bylaws, policies, practices, and standards; and establishing and maintaining effective working relations with a wide variety of internal and external contacts for work related matters. Performs related work as required.Qualifications include a Bachelor's degree in Engineering, a Professional Engineering designation (P.Eng), and a minimum of 10 years of municipal or industry-related engineering experience, or an equivalent combination of education, training and experience. This role requires thorough knowledge of engineering design and construction principles and standards; provincial legislation; and City Bylaws, policies, practices, and standards. A Senior Manager, Engineering Development Services will have the ability to create and maintain program-level procedures and processes; assign, supervise, and review the work of subordinates; and negotiate with developers, consultants, and contractors on behalf of the City. You will be comfortable with working independently while effectively managing the functions of the Development group. Clear and effective communication is key along with organizational skills; ability to work collaboratively with internal and external stakeholders; and to resolve complex development issues with tact and diplomacy. This role also requires skill in the use of various software applications. A Driver’s Licence for the Province of British Columbia is required.The closing date for this competition has been extended until it is filled.
