Post Title: Policy Officer (Career Grade)Team: Strategic Partnerships TeamBury Council is working with our partners and communities to transform public service delivery and the lives of local people, as the Council plays it part in delivering the LET’S Do It! Strategy. This role is at the heart of this place-based, person-centred approach, working to develop the strengths in our neighbourhoods.This role has two core elements:Firstly, the role will have a focus on one of the Borough’s neighbourhoods. In this part of the role this includes working with local communities to develop tailored engagement and co-production approaches to develop community capacity and networks in that area, supporting people to connect int the strengths and assets of that place. It will also involve working to co-ordinate and support the integration of services including the Council and partners in health, housing, police and emergency services so where people require an input from public services this is as effective as possible.Secondly, the role will have a focus on policy and research to support the delivery of local priorities, in particular focusing on community development and community safety. This will involve reviewing insight (data and engagement activity) and the postholder will be responsible for researching topics, preparing briefing papers and supporting the development of policy proposals. This will include working closely with stakeholders including communities, Councillors and senior managers both within the organisation and partners.Fundamental to the role will be is ensuring local voice is central to policy development, across Bury’s different communities, recognising and responding to local characteristics that will shape policy to be distinctively local, to address local issues and improve particular outcomes.Applicants should demonstrate with strong communication skills and ability to develop, and nurture, relationships across both thematic areas of work and in geographical areas. The strong communication skills required extends to being able to demonstrate to design and write clear, concise and compelling briefing documents and policy papers, and the ability to deliver these to a wide variety of audiences.Applicants are encouraged to demonstrate specific knowledge and/or experience of working across different stakeholders, researching and implementing change and community development. Examples of insight driven targeting of resources and co-production with communities is particularly desirable.This is a career-grade role and as such the role will include additional support in relation coaching, mentoring and professional development opportunities, which will be tailored to the successful individual’s circumstances, experience and existing skills.Normal hours of work are 37 hours per week based around the usual business working week. There will be occasional requirements to attend evening meetings, particularly given the partnership nature of the role and in work with Ward Councillors.The Council is committed to safeguarding and promoting the welfare or children, young people and vulnerable adults and expects all staff to share this commitment.
