About the roleWithin the Central and South East region we have a new 20m+ scheme for Middle Level Commissioners (MLC) located in the March, Peterborough, which requires a commercial lead.The objectives of the MLC Embankment Raising Scheme are to deliver:
  • Upgrading of the mid-level drainage system (MLS) to meet future capacity requirements.
  • Improvements to afford better access for future maintenance and public use of the MLS banks.
  • Improving navigation and mooring areas of watercourses.
In order to deliver on these objectives, there are two key parts to the project:
  • Desilting works
  • Earthworks / Embankment Raising (including hard defences)
The project is currently in a pre-construction phase with the first element of works due to commence in September 2024. The role requires someone who is able to build positive client relationships and works well in a project team to deliver the commercial strategy which meets the clients needs.This is a hybrid role, with a mix of office and home working.What you'll be doingAs a Senior Quantity Surveyor you will:
  • In conjunction with the relevant Project Manager, be accountable for the profitability of the project(s), and develop an appropriate commercial strategy for the project(s) to ensure delivery of required margins;
  • Contribute to the management and maintenance of a contract cost reporting system, ensuring all financial information is managed and up-to-date and tracked with budget/tender allowances, commitments and deviations highlighted and managed;
  • With other members of the team, produce and provide accurate forecasts of project cost to completion and final value;
  • Continually monitor projected costs to completion in line with budget;
  • Be accountable for the activities of any directly reporting quantity surveying staff, including mentoring junior members of the team, and provide advice and guidance to other members of the team and to Project Directors/Managers, as required;
  • Ensure that necessary interface information between customer, subcontractors and other departments is provided in a timely manner;
  • Pro-actively monitor cash flow and valuation plan, ensuring applications are made correctly and in a timely manner;
  • Ensure contract variations are identified, valued and turned into agreed variation orders with the customer in a timely manner;
  • Assist in ensuring effective records are maintained to support claims and that applications for payment for variations are issued in a timely manner;
  • Feed into the subcontract tender process, including the selection of sub-contractors and provision of all relevant contract and schedule documentation;
  • Ensure that subcontracts are placed in an appropriate manner to step down appropriate responsibilities from the Main Contract;
  • Ensure that each sub-contractors account is managed strictly in accordance with their terms and conditions;
Who we're looking forYou will have the following:
  • BSc or MSc in Quantity Surveying or experience equivalent
  • Sound working knowledge of construction and contract law and various forms of Conditions of Contract;
  • Ability to apply the knowledge and principles of commercial management to construction projects;
  • Knowledge and understanding of sub-contracting principles, together with the ability to draft and administer sub contracts;
  • Previous experience of managing project commercial performance, and a track record of delivering commercial excellence
  • Experience of financial and commercial control within a complex project (including cash flow forecasting & cost value reporting)
  • Experience of managing Target Cost / Defined Cost Contracts
  • Experience managing change with the client
  • Experience managing multiple subcontracts of varying value and complexity
  • Experience of managing commercial teams, ensuring an inclusive culture is achieved
  • Manages teams Performance Development Reviews, associated training including professional requirements, and succession planning opportunities
  • Member of RICS or ICES or working towards this accreditation
  • Proven record of working to deadlines, working efficiently and to a high standard
