Because of our growth, Woolpert seeks a GIS Analyst specializing in utilities to work onsite for the Air Force Civil Engineer Center (AFCEC) Geospatial Engineering Office (GEO) at Tyndall Air Force Base, Florida.
Analyst will be part of a fast-paced team developing and executing geospatial solutions for the United States Air Force (USAF) GeoBase program.The GeoBase Utilities Analyst will work with the AFCEC GEO supporting the Utilities Inventory Program, managing infrastructure data collected for the entire USAF. Analyst will coordinate enterprise system and data requirements with USAF Civil Engineering stakeholders to enable the next generation of asset management solutions. The analyst will be expected to input and update data collected from various field activities, migrated legacy data, and established GIS layers to create a consolidated utilities dataset for individual AF installations as well as the entire USAF GeoBase geospatial enterprise. The GeoBase Utilities Analyst will develop and execute standard and custom tools, scripts, and models for improving, analyzing, and processing utilities GIS data for Department of Defense (DoD) mission and business systems integration.Requirements:
  • US citizenship
  • Bachelor’s degree and six (6) years geospatial experience, OR Master’s degree and four (4) years utilities GIS experience, OR ten (10) years utilities GIS experience in lieu of a degree.
  • Active Tier 1 (National Agency Check and Inquiries) investigation, security clearance, or the ability to pass a Tier 1 NACI investigation
  • Willingness to undergo a pre-employment background verification and drug screening
  • Four (4) years of experience with:
  • Esri ArcGIS software and capabilities (ArcMap, ArcPro, ArcPortal)
  • Editing infrastructure (water, sewer, gas, electric, fuels, stormwater, communications, thermal) GIS data in a public or private (investor-owned) utility
  • or equivalent experience with complex editing in an enterprise (ArcSDE, etc.) environment
  • Complex and detailed GIS data maintenance
  • Two (2) years of experience in a role requiring:
  • Excellent communication and consulting skills with emphasis on client and team member engagement
  • Proven experience providing excellent customer service
  • Strong technical proficiency using Microsoft Office products
  • Excellent written and verbal communication skills for a dynamic working environment
  • Attention to detail - proven experience meeting data quality assurance and accuracy standards
  • Strong organizational, time management and analytical skills
  • Ability to work independently, collaboratively as part of a team, and as a member of a large organization
  • Ability to offer constructive feedback and problem solving, as well as clear direction to support goals
Desired Qualifications:
  • Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data model
  • Experience using these Esri ArcGIS capabilities:
  • ArcGIS Pro attribute rules
  • ModelBuilder
  • Operations Dashboard for ArcGIS
  • ArcGIS Insights analytic software
  • ArcGIS Arcade expression language
  • Proficiency with Safe Feature Manipulation Engine (FME) or other data integration software
  • Proficiency with Autodesk or other CAD software
  • Experience with relational databases, database management software, or SQL
  • Experience with Agile project management methodology using Atlassian (Jira, Confluence) or similar platforms
  • Experience in enterprise GIS
  • Experience with DoD geospatial data and systems
Responsibilities:Mission: Deliver Trusted Geospatial Engineering Data, Maps, and Services
  • Create and maintain Air Force Civil Engineering utilities GIS data in an enterprise environment, managing a versioned, multi-user geodatabase
  • Perform GIS data maintenance to support other USAF and DoD enterprise systems and initiatives (e.g. eSMS, Real Property Classification System, Utilities Linear Segmentation, etc.)
  • Perform data QA/QC, ensuring compliance with Air Force and Department of Defense geospatial data standards.
  • Perform complex GIS data analysis, extraction (digitization), and geocoding processes
  • Develop and execute standard and custom automated processes for GIS data extraction, updating, and transfer
  • Prepare, plan, produce, maintain, and update a variety of maps, drawings, plans and other graphic representations displaying layers and attribute data from databases, using cartographic techniques to represent spatial data
  • Analyze and document user work processes and systems functionality requirements
  • Utilize the GeoBase Agile framework to enable task visibility and project transparency to AFCEC client:
  • Use Jira and Confluence to record all processes and tasks, and manage all projects
  • Create or update detailed AF GeoBase Knowledge Base, documenting current workflows, Standard Operating Procedures (SOP), end user self-help, and GeoBase program functional processes
  • Evaluate efficiency and effectiveness of current GIS system functions, procedures, and capabilities
  • Develop standard and custom reports, as specified by mission and business user requirements
  • Develop and execute standard and custom tools, scripts, and models for improving, analyzing, and processing utilities GIS data for DoD mission and business systems integration
