- Lead the emergency deployments of the Global Emergency Response Team in the acute response phase and, in guidance of the Country Representative, work closely with national authorities, humanitarian agencies, civil society and local counterparts to provide humanitarian assistance to the crisis affected communities and populations.
- Support the Country Reprehensive in providing operational leadership and managing the emergency response.
- Assist the Country Representative in the planning, coordination, and implementation of humanitarian interventions, including rapid assessments, programme development, and implementation.
- Coordinate the development of a UNFPA humanitarian response plan.
- Support the Country Representative in identifying needs and rapidly developing human resources plan that includes request for surge deployment.
- Ensure inclusion of SRH and GBV concerns in joint United Nations Humanitarian Country Team (UNHCT)/United Nations Disaster Assessment and Coordination (UNDAC) missions and other rapid assessments in close collaboration with SRH and GBV specialists.
- Ensure UNFPA's responsibilities for coordination roles in GBV Areas of Responsibility (AoR) under the protection cluster and SRH under the health cluster in rapid needs assessments of the crisis-affected populations and continuous leaderships of the coordination roles for emergency response.
- Ensure UNFPA is well positioned in resource mobilization efforts, including humanitarian funding mechanisms such as Flash Appeal, Central Emergency Response Fund (CERF) and Country Based Pooled Funds (CBPF).
- Support the development of CERF, Flash Appeal proposals and ensure quality review.
- Identify areas of collaboration with humanitarian agencies and national and local counterparts to address SRH and GBV issues in their plans and programmes.
- Well-coordinated preparation of an overall UNFPA humanitarian response plan at the onset of a crisis, including programmatic and operational plans.
- Train the Country Office staff on key humanitarian emergency response tools and UNFPA emergency procedures as needed.
- Ensure the inclusion and mainstreaming of UNFPA mandated issues in the Cluster System.
- Undertake visits to project sites, to assess local conditions and monitor progress, implementation, and utilization of resources.
- Facilitate timely delivery of assistance and supplies, monitor the appropriate and effective use of UNFPA's resources.
- Build the capacity of staff members and staff of implementing partners in responding to emergency/humanitarian crises, as needed.
- Ability to manage a team of various portfolios (GBV, SRH, communication, access, operations, supply chain), ensuring a proactive approach and timely actions in addressing challenges posed by complex humanitarian contexts.
- Ensure GERT's interventions are result-driven and visible and its contributions are well documented.
- In times of non-deployment, work closely with other staff in HRD on strengthening and building the organization's capacity to respond at scale to humanitarian crises.
- Carry out any other duties as may be required by HRD management.
- At least 10 years of experience in coordinating, developing, and implementing humanitarian interventions in crisis settings.
- At least 5 years of field experience in complex emergencies, including humanitarian emergency response.
- Familiarity with Inter-Agency Standing Committee (IASC) and other humanitarian coordination mechanisms, guiding principles and standards.
- Good knowledge of UNFPA's humanitarian mandates.
- Good records of experiences in managing a big team in responding to humanitarian crisis.
- Demonstrated experience within a multinational and multicultural environment.
- Ability to deploy to humanitarian crisis counties globally on very short notice.
