- Management of the Vehicle Pool and Transportation: Organize the allocation and daily availability of vehicle(s).
- Establish and monitor tools for vehicles follow-up: logbooks, vehicle trackers, technical and maintenance check-ups, use of seatbelts, adherence to speed limits, vehicle booking process and movement monitoring system etc.
- Work closely with project drivers to ensure they are well supported.
- Contribute to the supply chain management efforts up to and including logistical support from the ordering point through the follow-up, expediting, and delivery of the required goods and/or services.
- Coordinate the freight forwarding efforts with the RTI Logistics Office and Home Office Support Team as required.
- Understand and ensure compliance with legal guidelines, Federal Export and Import Control (if applicable), contracting principles, sourcing, and price/cost analysis requirements.
- Support the transportation of supplies and equipment to and from regional office locations throughout Ethiopia.
- Oversee logistical management of the project inventory and commodity requirements for operations within main office and cluster offices in close collaboration with the Subawards and Procurement Manager.
- Maintain project inventory and property tracking systems and conduct periodic reviews to ensure compliance with RTI procedures and terms of the agreement.
- Provide overall property management and inventory control, reports, custody control documents, and reconciliations according to donor rules and regulations.
- Assist and monitor the development of systematic country operation safety risk assessments; supervise and endorse the assessment of safety levels; maintain oversight of the security issues affecting areas where the project works and ensure that the safety level system in country is kept current.
- Undertake regular minimum operating security standards (MOSS) audits across the regions the project works.
- Act as the focal point for safety coordination between relevant actors, attend inter-agency working group (IAWG) security fora, and establish network of security contacts at federal and regions.
- Carry out security assessments of new RTI areas of intervention, hotels, venues, office locations, and other areas or facilities where the Activity may operate in.
- Register with OSAC and PLSO and share relevant information/reporting with the project team.
- Keep Field, Regional, and Home Office project teams updated with any security concerns and risks and work with field teams to address concerns and risks that arise
- Produce real-time incident reports and security analysis reports (using RTI reporting tools/forms)
- Liaise with the Regional Security Manager on issues related to security in Ethiopia.
- Ensure the safety and security manual is kept up to date.
- Ensure the project phone tree is kept updated and is tested at least once every quarter.
- Ensure the field teams are aware of procedures should a requirement to rest in place/evacuate arises and what that means for everyone.
- Provide security training to staff as necessary and required
- Brief any STTA arriving in-country of security issues.
- Maintain a list of suitable accommodation options in each field office location.
- Devise a Journey Management Plan (JMP) with RTI’s Regional Security Manager and ensure it is implemented across the project.
- Perform other duties as assigned by supervisor.
- Bachelor’s Degree and 8 years of experience, Master’s Degree and 6 years of experience, or equivalent combination of education and experience.
- Experience working with donor-funded, international development projects preferred.
- Extensive experience in security management and procedures.
- Demonstrated experience in logistics management in Ethiopia.
- Professional training in logistics management preferred.
- Excellent knowledge of Microsoft Office (MS Word, Outlook, PowerPoint, Excel).
- Strong organizational, reporting and management skills.
- Ability to work hands-on, independently, and within a team.
- Strong oral and written communication skills and ability to coordinate activities with officials from host country government, international Government, NGOs, and other agencies.
- Ability to multi-task.
- Strong attention to detail.
- Verbal and written fluency in English required.
- Ability to prepare and write official reports.
- Knowledge of local language and/or regional experience is highly desirable.
- Strong contextual understanding of evolving Ethiopian security situations and logistics challenges, and experience working in Ethiopia.
