Plan, direct, control, report for Project, the Engineering activities of all project stages: FEED, EPC (Detailed engineering, Procurement, Construction, Pre-Commissioning, Commissioning), and act as functional advisor on all aspects of engineering disciplines. Reporting directly to the Project Manager.RESPONSIBILITIES
1) Define the resources and setup the team of engineers and consultants required to successfully achieve the project objectives within his area of responsibility. Acts as company main focal point on matters related to engineering and provides expert direction, guidance and effective leadership to the engineering team.
2) Manage (plan, direct, control, report, etc) the engineering activities of Project to ensure all engineering works are carried out in a safe, efficient and cost-effective way, and all engineering deliverables are produced on schedule.
3) Provides expert advice, judgment and guidance to the Management, The Engineering Team and Consultants in technical matters during execution of the project.
4) Defines the specifications to be followed for the project and ensures all design packages & deliverables prepared comply with approved project requirements in terms of sound engineering, quality and cost effectiveness.
5) Approves and endorses all completed designs prior to the final release of engineering dossier.
6) Prepare and monitor execution of the engineering execution plans and recommends changes where necessary.
Coordinates this activity closely with the Project Manager and participates in the preparation of project execution plans.
7) Provide active and effective support to the Project Manager to identify and resolve concerns and uphold the project objective and ensure successful project completion in terms of safety, schedule and budget.
8) Develop accurate engineering progress reports to provide timely feedback to the Project Manager and Senior Management to ensure continuous update and adequate level of information is provided on all engineering activities so that preventive and corrective actions can be taken in timely manner.
9) Act as key participant and give advice in Techno-Commercial Evaluation for FEED and EPC (Engineering Procurement Construction) Bids.
10) Effectively participates in PHA Reviews and Technical Audits during various phases of the Project.
11) Provide technical support and advice so potential contractor’s claims are avoided and/or minimized.
12) Provides inputs to contracts and costing for preparation of agreements and budgets respectively.
13) Manages and extends necessary assistance and technical support during project’s construction, commissioning and startup phases.
14) Approves/ endorses engineering consultants’ payments.
15) Work in close collaboration with other company departments as necessary.
16) Manages and monitors Engineering staff performance and conduct their annual performance appraisal as necessary.
17) Manages and completes the handing over process of the final documentation of the project in accordance with the company’s procedures.
18) Takes Health, Safety & Environment (HSE) lead in ensuring “safe systems of work” and “safe conditions” are in place within area of responsibility.
19) Demonstrates visible commitment to Business Plan, Quality and HSE (by periodically leading / taking part in risk assessments, audits, HSE meetings, emergency drills, etc.)
20) Executes other related duties assigned by Project Manager / Senior management as required.QUALIFICATIONS & EXPERIENCE
Minimum Educational Requirements / Qualifications:
Bachelor’s Degree in an Engineering field.
Additional Technical and Engineering/Project management qualifications would be an advantage.
Minimum Experience:
15 years’ relevant experience in engineering within the oil and gas industry including at least 5 years in
Project management with hands-on experience in Design, Consultancy and Site Support for both brown and green field projects at supervisory and management role.Skills and Competencies:
Sound technical background, knowledge and understanding of Oil & Gas engineering practicesIn depth knowledge in conceptual, front-end-engineering-design (FEED) and Engineering Procurement Construction (EPC) principles.
Thorough knowledge on risk management.
Anticipate and meet the need of both internal & external customers.
Good degree of competency in people skills and listening skills, both of which are aimed at getting the best performance out of the team.
