About the roleWe are looking for a government financing expert with experience in health financing. In this role, you will focus on a new frontier of how to advocate, support, and allocate funding for Emergency Medical Services in Kenya and then regionally. You should be a sharp analytical thinker, a stronger relationship builder, and deeply understand government budgeting cycles and processes.
  • Collaborate with government partners to design, implement, and evaluate EMS financing policies and programs.
  • Provide technical assistance and advisory support to government stakeholders on EMS financing strategies and budget allocation.
  • Get government budgets approved that include budget lines for EMS including both pre-hospital care & referral services.
  • Conduct data analysis and develop financial models to assess the impact of EMS financing policies on healthcare access, quality, and affordability.
  • Monitor and evaluate the performance of health financing mechanisms, including public insurance schemes and budget allocations related to EMS and referral services.
  • Support capacity-building initiatives to strengthen government institutions' ability to plan, budget, and allocate resources towards EMS.
  • Generate evidence-based recommendations to inform policy decisions and improve the efficiency and equity of EMS financing.
  • Stay abreast of global trends and best practices in EMS financing and contribute to knowledge sharing within the organization and with external partners.
Requirements
  • Master's degree in Public Health, Health Economics, Health Policy, or a related field.
  • Substantial experience working in health financing, health economics, or health policy, in collaboration with government agencies.
  • Proficiency in data analysis and statistical software to analyze health financing data and develop financial models.
  • Strong understanding of government budgeting processes and experience in analyzing government budgets, preferably in the healthcare sector.
  • Demonstrated ability to provide technical assistance and advisory support to government stakeholders, with a focus on health financing strategies.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders, including government officials and donors.
  • Ability to work independently and collaboratively in a dynamic team environment, with a commitment to achieving results and driving impact in the health sector.
