Reporting to the Senior Contracts Manager, you will be accountable for providing commercial and procurement contractual expertise during the pre-contract stages for the current tender.As an experienced Sub Contracts Manager with vendor selection and management skills, you will provide your expertise from tendering, bid inception and work in support of contract award, whilst providing governance to the systems and processes to ensure competitive tendering processes and assessments, and ensuring that proposed subcontracting activities are commercially viable.Essential Job Duties and Responsibilities:Provide commercial procurement input into bid strategies and tendering materials as required for third party suppliers in support of the tender.Ensure tenders, quotations and subcontracts include contract terms and conditions which suitably incorporate all necessary flow down provisions, protect Cubic’s interests and are in accordance with Cubic’s policies, procedures and guidelines.Provide inputs on procurement strategy and vendor management activities supporting the tender.Completion of associated commercial/contractual qualification schedulesManaging sourcing activities, tender evaluation and procurement initiatives, including commercial price reviews, encouraging new market inclusions, resource contentions and securing suppliers in support of the tenderContribute content inputs into creation of category plans, needs analysis and scoping, governance frameworks and the development of effective sourcing strategiesProvide expert advice to key stakeholders on all aspects of procurement to encourage innovative practices and support delivery of business and policy directionsBe responsible for the coordination and input of the commercial risk/reward proposition of a vendorImplement and manage a Risk Register and required commercial risk controls in conjunction with inputs from the broader tender project team functional groups, plus manage NDA Register for the tenderManagement of tendering processes and resources to manage timely outcomesProvide drafting and content support to the preparation and negotiation of Subcontracts, including incorporation of relevant flow-down provisions from the prime contract for the tenderOther duties as requestedGeneral Duties and Responsibilities:Comply with Cubic’s Quality Management SystemComply with Cubic Occupational Health, Safety and Environment policies and proceduresComply with security in accordance with established policies and procedures of the organizationComply with Cubic Human Resources ProceduresOther duties as requestedMinimum Job Requirements:Skills/Experience/KnowledgeDegree in Business, Law, Quantity Surveying or ProcurementStrategic commercial experience, a minimum of 7yrs in contracting/tendering environmentPrevious experience in procurement-related tender functions.Self-motivated and capable of establishing and managing tender processes through to conclusion of the tenderStrong interpersonal and communication skills and ability to work with numerous stakeholders at all levels.Previous project Commercial/Contract Administration experience.Risk management experience with the ability to assist in evaluating identified risks/opportunities and development of agreed strategies and management plans to mitigate riskPersonal QualitiesExcellent verbal and written communication skills and excellent phone mannerAbility to prioritize workflow and requirementsHigh attention to detail and experience working with contractual documentsAble to work autonomously whilst contributing to the tender teamAn ability to work in demanding tender support environmentDemonstrated ability to work in a confidential mannerCondition of Employment:Successful outcome of a National Police CheckThe description provided above is not intended to be an exhaustive list of all job duties, responsibilities and requirements.
