01 May 2024Role IntroductionReports To: Group Quality Manager - Ground * Responsible for assisting the Group Quality Manager - Ground with effective implementation of the quality assurance program across the ground operations departments of Cathay Pacific Airways, and with relevant suppliers of operational services.
  • Assists the Group Quality Manager - Ground to ensure the ground quality team are directed, enabled and engaged in achieving the group quality vision, mission and objectives.
Key ResponsibilitiesOperational Quality System and Quality Assurance * Manage the Continuous Monitoring Inspection program, as part of the Cathay Pacific Quality Assurance Program, to ensure critical safety, compliance and security data for Operational departments for oversight and to support a risk-based quality auditing model.
  • Manage conformance with the quality management system within the ground operations departments.
  • Manage the delivery of the ground operations departments' internal and supplier audit programs on schedule, within limits of scope and recorded accurately and promptly in RR SMS Solution.
  • Conduct auditing services, as required and under Operational Services Agreement and Service Appendix provisions, for Cathay Pacific wholly owned subsidiaries.
  • Manage the consolidated port audit program for the Cathay Pacific Group according to the Cathay Pacific Quality System Standards.
  • Manage annual audit of the ground operations departments' compliance to USDOT and other relevant authority customer protection requirements.
  • Undertake effective quality assurance activity in line with corporate quality policy utilizing of the Aviation Quality Database (RR SMS Solution) including IOSA conformance.
  • Undertake timely management review activity and related reporting requirements in line with corporate policy.
  • Provide valuable input to different safety groups i.e. JWSM, RSWG, LCWG to achieve operation outcomes with adhere safety and security imperatives.
  • Act as a Lead Auditor and / or Auditor for Corporate level internal audits, Internal Audits and Supplier Audits, Consolidated Port Audits as per qualification level & as assigned to meet the company, regulatory or IOSA requirements. Implement regular management reviews with the Assistant Manager Group Quality Assurance - Ground (AMGQAG) for feedback to Group Quality Manager - Ground (GQMG) in a timely manner.
  • Support the continued listing of Cathay Pacific Airways on the IATA IOSA registry via focus on GRH and Cargo (CGO) IOSA disciplines.
  • Assist Group Quality Manager - Ground (GQMG) with the biennial IATA Operational Safety Audit (IOSA). This includes the ownership and assessment of operational activities to ensure ongoing conformance with the relevant IOSA standards, representing the department during any external audit process and production of the conformance report for CGO & GRH disciplines.
  • Ensure the effective participation of the AMGQAG's in the consolidated port audit program.
  • Ensure oversight of AMGQAG's key responsibilities are met.
  • Develop and present internal quality educational/training programs and promote quality systems awareness throughout the company.
General Tasks * Assist the GQMG to manage a high performing and agile ground quality team that is competent, capable, aligned, engaged and adaptable to the changes in both the organization and industry.
  • Represent the Company and / or Department at relevant meetings professionally and loyally.
  • Assist in response to a crisis involving the Cathay Pacific Airways as a member of the Care Team.
  • Develop and maintain an effective relationship with the ground operations departments based on mutual trust and understanding, including departmental management meetings.
  • Deputize for GQMG as required.
  • Extensive duty travel required.
  • Adhere to Adhere to company policies as published in the Cathay Pacific Airways intranet and in company manuals.
  • Conduct periodic assessments and / or evaluations for auditors, as required.
RequirementsEducation qualifications
  • Tertiary qualifications.
Professional qualifications (if applicable)
  • Lead auditor qualifications.
  • Dangerous goods awareness qualification.
  • IOSA auditor qualifications.
Experiences
  • 5 - 7 years operational experience in the airline industry, preferably in cargo handling and/or ground operations.
  • 3 - 5 years in a management role.
  • 3 - 5 years lead auditor experience.
Job related knowledge
  • Strong understanding of cargo handling and / or ground operations.
  • Care Team training.
  • Safety management system.
  • Lean awareness.
  • Knowledge of ISAGO & GOSA.
