If you are someone who approaches work with passion, curiosity, and the courage to innovate, then this role is for you.Project InvolvementThe Utility Billing Solutions Lead will be directly involved in the Utility Billing Solution (UBS) portfolio, and will provide support leadership post go-live. The UBS portfolio will replace ATCO's mainframe-based Customer Information System (CIS) for ATCO Electric and Gas divisions with a commercial off-the-shelf solution. The chosen replacement product is Oracle Utilities Customer Cloud Service (CCS), which provides fully integrated Customer Care & Billing (CC&B) and Meter Data Management (MDM) capabilities. The UBS Portfolio encompasses functional and technical design, construction, data validation, conversion and archival, testing, training, stabilization, change management and communication, and the project close-out activities required to successfully replace ATCO CIS.The Tariff Billing workstream within the UBS Portfolio is focused on the implementation of the overall CCS solution to replace the legacy CIS application. The CCS Technical Lead will work collaboratively with the Tariff Billing project team and support the Project Manager, as well as have a reporting line into the Program's overall Technical Lead to ensure all aspects of the CCS technical solution aligns and conforms with other aspects of the programs such as conversion, interfaces, reporting, etc.What You Get to Do:
  • Influence and execute the Software Delivery Life Cycle (SDLC) strategy.
  • Oversee and facilitate third-party vendors and service providers.
  • Provide technical expertise and guidance to ensure code quality meets standards and requirements, providing objective input to the code developer.
  • Translate business requirements into technical solutions.
  • Implement solutions aligned with industry best practices.
  • Lead and guide interrelated development and operational activities.
  • Escalate project risks and vendor concerns to IT and Business leadership.
  • Communicate effectively across the entire UBS Program.
  • Monitor project progress and provide technical release consultation.
  • Assist the team in troubleshooting technical challenges.
  • Research, evaluate, and recommend new technologies, processes, and tools to enhance development capabilities.
  • Make solution design decisions needed to guide the project direction and scope. Drive the adoption of common and out of box processes and functionality for the utilities where possible.
  • Escalate issues to the M2C Program leadership team when it cannot be resolved by the Design Authority.
  • Manage the technical aspects of ATCO's requirements to technical solution with vendor partner.
  • Coordinate all activities with Oracle (i.e. environment management, cloning, service requests, etc.)
  • Coordinate with other functional and technical leads (i.e. integration, conversion, reporting) to ensue alignment between workstreams.
  • Assist business support teams to resolve incidents and work through IT processes.
  • Participate in RFP activities to hire the appropriate delivery partners and support providers.
Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, or a related field
  • Oracle C2M and CCS qualifications an asset
  • 7+ years of technical leadership experience in complex IT projects
  • Experience managing customer information/billing systems
  • Proven ability to lead technical teams.
  • Strong understanding of overall IT architecture
  • Excellent communication skills, with the ability to explain technical terms to non-IT stakeholders.
  • Strong analytical and problem-solving skills and able to multi-task and prioritize tasks effectively.
