The Ministry provides system oversight through its relationships with Alberta Health Services, other Ministries, and service providers across the province, building positive outcomes and positive community impact.Within the Ministry, the Strategic Information, Research and Evaluation Unit provides support, overseeing corporate responsibilities including business planning reporting, performance measurement and data analytics and intelligence.
This unit supports evidence informed policy, business and funding decisions by supporting the Ministry through leading performance measurement, evaluating Ministry programs, and facilitating and advising on data requests and inquiries. This work includes developing fully-functional surveillance systems, and user-friendly dashboards, coordinating with AHS' Knowledge, Evidence and Innovation team to ensure data alignment and coordination and responding to requests from stakeholders in the MHA Ministry and other GoA stakeholders.Role ResponsibilitiesThe Senior Research and Data Analyst will provide expertise in data analytics and visualization, prepare analytic reports (e.g. statistical tables as well as descriptive and comparative analysis of population demographics, disease prevalence and trends, health status, and health system utilization), and provide guidance and advice to clients, specific to addiction and mental health. The incumbent provides ad hoc analytic support and responds to various analytic requests in a timely manner, to clients in the branch and department. Key responsibilities of this position include analyzing, interpreting, and summarizing complex health data, providing context and meaning to data, developing value for money indicators and tools, and transforming data into high quality information enabling health system evidence-based decision making.The Senior Research and Data Analyst must have an excellent understanding of: health administrative data; methodologies to link data; limitations of existing datasets; information research methodology; and qualitative and quantitative data collection and analysis techniques. Knowledge and experience with non-health data relevant to the addiction and mental health system is an asset. The ability to communicate about data clearly to a diverse audience and to respond in a timely manner to a variety of information requests for business planning, policy development and decision making are highly valued. University graduation in a related field (Biostatistics, Statistics, Health Economics, Health Informatics, Public Health or Administration) plus 4 years progressively responsible related experience; or equivalent as described below.Equivalency:Directly related education or experience considered based on:
  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education
Required:
  • Ability to use the following statistical software for querying administrative databases and analysis and presentation/visualization of data: SAS and SAS Viya. Being able to use R programming or Python programming will be considered an asset.
Assets:
  • Experience analyzing and managing health data/information.
  • Project Management - experience in leading data/information projects, developing project charters and work plans and implementing application solutions.
  • Knowledge of the health & the addiction and mental health system, relevant legislation and MHA Ministry policies, programs and Business Plan.
