We have more than 300 employees working from offices throughout Nova Scotia.About Our OpportunityThe Senior Policy Analyst works with a team of professionals to implement Nova Scotia's Climate Change Plan for Clean Growth. Reporting to the Manager of the Climate Plan and Strategic Action team, the Senior Policy Analyst is responsible for supporting other departments and in developing and implementing programs, policies and regulations that have been outlined in Nova Scotia's Climate Change Plan for Clean Growth. You will collaborate and build partnerships, coordinate and advance initiatives within ECC and across government departments. You will collaborate at the provincial and national level and focus on shared objectives while representing the province.Primary AccountabilitiesThis position will support the implementation of Nova Scotia's Climate Change Plan for Clean Growth. You will be responsible for developing and implementing evaluation and reporting tools to ensure the Climate Plan meets the needs of Nova Scotians by working with departments to measure progress towards their climate change mitigation and adaptation commitments. You will leverage your expertise, relationships, and strategic thinking skills to work across government and ensure progress on actions outlined in the Climate Plan, the Environmental Goals and Climate Change Reduction Act, and mandate letter. You will also support oversight and management of agreements with third party organizations working to deliver programs and initiatives under the Climate Plan.The Climate Plan and Strategic Action team is dynamic, and this position will be responsible for special projects and participation in multi-stakeholder working groups and committees on climate policy and priorities as they arise.Qualifications and ExperienceYou have a bachelor's degree in Environmental Sciences, Economics, Business, Public Policy or other relevant post-secondary concentration plus 6 years of experience in environmental/climate policy, and experience working on complex, cross-cutting issues.As the successful candidate, you will have knowledge of current provincial and national climate change mitigation and adaptation policies, programs and plans as well as a strong understanding of how the initiatives impact the people, communities, and businesses of the province. Demonstrated knowledge and experience in the field of climate change policy and program development is mandatory. This can be in mitigation or adaptation fields, and experience in both would be considered an asset. Direct project management experience with clean energy, green buildings, clean transportation, workforce development, municipal climate programs and/or impact evaluation is also an asset.You will have all or most of the following experiences:
  • Experience working on or managing complex/high-profile programs and projects;
  • Experience in program development and evaluation;
  • Experience with public engagement, consensus-building and stakeholder management
  • Understanding of government processes, including experience drafting regulations and legislation
  • Experience negotiating agreements and approaches with government and non-government partners
  • Experience managing large volumes of information, making connections between ideas, and contributing to reporting processes;
  • Experience developing and maintaining relationships with diverse stakeholders
  • You are resilient to change and posses the ability to apply theory and best practice to identify creative, practical, and defensible approaches to overcoming challenges and taking advantage of opportunities
  • Willing and able to share data, ideas and experiences with colleagues that may assist with policy planning or partnership building.
