The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.Position OverviewProvides strategic leadership and direction to provincial talent acquisition activities including building candidate pipelines, campus and international recruiting, and leading an active recruitment team focused on filling roles primarily in clinical care. Builds and manages a recruitment team with a culture of customer service to support health service delivery organizations. Develops and executes talent acquisition strategies that are aligned with the organization's short-term and long-term goals. Leads and mentors talent acquisition professionals providing guidance, support and development opportunities. Ensures effective service-delivery, partnering closely with provincial human resources teams and operational leadership. Alignswith the priorities outlined in the Provincial Health Human Resources Plans and supports clients in successfully identifying talent to deliver high quality patient care.Builds and manages recruitment related programs for developing the provincial talent pipeline through partnerships with indigenous communities, high schools, technical and vocational schools as well as post-secondary institutions for all disciplines.Builds and manages systems and processes related to immigration support, onboarding and orientation, selection and evaluation systems and leveraging social media platforms. Serves as a brand ambassador, promoting our organization as an employer of choice through various channels and events.Experience
  • 10 years of progressive experience leading customer-centric talent acquisition services.
  • 7 years' experience leading and developing a team to achieve service delivery targets.
  • 7 years' experience in active recruiting, campus recruiting, national and international recruitment and employee onboarding.
  • 7 years of experience participating in human resources operational planning, implementing operational and strategic directives, and achieving formal quantitative goals and objectives.
Education (Degree/Diploma/Certificate)
  • Post-secondary degree in a relevant human resources discipline from an accredited educational institution.
  • Certification in recruiting is an asset.
Certification/Licensure/Registration
  • CPHR and/or RPR is an asset.
Qualifications and Skills
  • Demonstrated comprehensive senior leadership capabilities. The provincial health system in Manitoba has adopted the
framework.Physical Requirements
  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions from senior management in the organization, third-party compliance bodies, and vendors are common; dedicated and focused time for planning and concentration can be scheduled.
