Senior Procurement Officer
  • 3 month contract with possible extension
  • Brisbane CBD location
As the Senior Procurement Officer, you will:Assist the Manager, Procurement Service and Delivery to provide high level advice to the Agency concerning procurement
  • Provide advice to clients in a relevant, timely and accurate manner on matter relating to the procurement function.
  • Lead Procurement Officers as required with regards to procurement functions.
  • Facilitate procurement planning with stakeholders.
  • Provide administration and contractor / consultancy engagement support to senior staff within the Agency.
  • Facilitate procurement of identified key goods and services as directed.
  • Prepare briefing notes and relevant documentation for the Minister, Commissioner and Deputy Commissioner as required.
  • Provide high level advice to staff and management within the Agency in relation to procurement.
Prepare procurement planning, specification, sourcing, and evaluation documentation for strategic and focused projects
  • Advising staff and clients on state procurement policy and department policies and practices and internal processes including templates used to deliver procurement services to clients.
  • Research and prepare submissions, reports, briefing materials and correspondence.
  • Undertake research and market analysis,
  • Conduct meeting with clients to develop specifications and documents including market research and risk analysis.
  • Undertake market sounding, offer / industry briefings.
  • Prepare significant procurement plans, evaluation plans, reports and letter of correspondence / acceptance.
  • Coordinate and participate in evaluation meetings with stakeholders.
  • Implement a quality control process to ensure correspondence and documentation prepared by the unit meets the required standards, is accurate and is prepared within Agency guidelines.
Maintain an effective and efficient record management system
  • Assist the Manager, Procurement Service and Delivery in the management of day-to-day administration activities of the unit.
  • Maintain a register of specifications.
  • Participate and assist in the development and annual review of the Procurement Program of Work for Department.
  • Maintain the hard copy record management systems including its electronic records database.
  • Review and evaluate the units’ administrative systems and recommend improvements to increase their efficiency and effectiveness.
  • Perform other administrative duties required in the effective management of the unit.
Engage with key senior internal and external stakeholders to enhance relationships
  • Enhance and promote working relationships with key senior executive stakeholders.
  • Meet supplier representatives and provide relevant information to stakeholders.
  • Conduct site visitations to external suppliers and correctional facilities.
  • Attend to public enquiries referred to the Directorate and where possible deal with and resolve these enquiries.
  • Ensure the timely provision of advice to relevant senior executive staff and other key staff and stakeholders.
  • Maintain strong internal and external networks.
  • Conduct complex vendor negotiations.
  • Build and maintain an open relationship and communication protocol with other sectors of the Agency
The essential requirements for this role are:
  • High level knowledge of correctional system or similar.
  • High level of communication skills including the ability to write complex reports.
  • Experience in the application of legislation, codes of practice, policies and procedures.
  • Relationship management ability.
  • Analytical skills.
  • Ability to meet the challenges of a demanding work role.
  • Experience in managing confidential and sensitive information.
  • Previous experience with high level stakeholder liaison.
  • Significant relevant experience in procurement in a government environment.
  • Ability to prioritise workload to meet deadlines.
  • Experience in the development of contracts and tenders including associated documentation.
  • Experience with procurement activities including corporate card.
  • Experience administering and or managing contracts.
  • Work experience in both public and private sectors.
  • Experience quantitatively monitoring performance against key indicators.
  • Experience with the SAP financial management system.
  • Basic level of knowledge relating to the interpretation and application of contract law.
  • Organisational skills.
  • Risk management skills.
  • Negotiation and conflict resolution skills.
  • Time management skills.
