Main Purpose:Support Terminal Management in the delivery of safe and efficient maintenance for the Bulwer & Kirra Street Facilities, including supervising planned maintenance, co-ordinating and executing breakdown maintenance activities and cost control.
To provide maintenance staff and contractors with leadership and supervision to ensure maintenance is conducted safely, efficiently, and meet all Puma and statutory requirements, including maintaining Level 3 SAPS compliance.Knowledge Skills and Abilities, Key Responsibilities:MaintenanceLead the shift maintenance activity for the Bulwer Island and Kirra Street facilities, supported by the Assistant Terminal Manager (ATM), including:
  • Execution of the planned maintenance work schedule
  • Supervise all breakdown maintenance as it occurs, including managing maintenance staff and contractors, and if necessary, support in field
  • Operate and maintain Puma’s CMMS (computer maintenance management system) for Bulwer Island and Kirra Street facilities;
  • Identify, scope and document future maintenance works for the sites;
  • Ensure Bulwer Island and Kirra Street facilities’ maintenance tasks and duties are carried out in accordance with the Puma SAPS system.
  • Manage contractors to Puma SAPS requirements and site requirements.
  • Write, develop and maintain procedures, work instructions and provide MOC and Operational Analysis for works on site.
  • Manage the Permit to Work system as required for day to day maintenance and works.
  • Supervise the overhaul of major components on site as required to support all Australian Bitumen Terminals and prepare components as required for shipment to external suppliers
  • Procure equipment as required using the Purchase Order system
  • Perform after-hours callouts for production critical breakdowns and maintenance activities
Support the Assistant Terminal Manager (ATM) in facility maintenance management, including;
  • Ensure the Terminals continue to comply with relevant Australian standards and other regulatory requirements to meet our legal operating obligations.
  • Supervision of major terminal works upgrades and planned equipment TAR/Shutdowns.
  • Planning future maintenance actions, goods and services, labour, skills, tools and equipment required to complete works safely and efficiently;
  • Scheduling of short and long term planned work required to be carried out at the required intervals, considering operational constraints and available resources;
  • Maintain work areas, tooling and equipment to an appropriate standard;
  • Accurately record all work-related history information and costs.
  • Maintain control over critical spares to minimise loss and down time
  • Provide support and/or leave coverage for the ATM.
Plant Reliability
  • Support Terminal Management to identify opportunity for Defect Elimination and Continuous Improvement, including;
  • Reporting and documenting defects
  • Identifying Root Causes of failures
  • Support scoping engineering improvements for the Bulwer & Kirra Street facilities
  • Review and update planned maintenance tasks & instructions to optimise the management of site assets
  • Ensure all maintenance documentation and filing systems are maintained and up to date, including Specification Sheets, Vendor Manuals, P&IDs, Maintenance plans etc.
Work Health & Safety
  • Support site compliance with all statutory requirements with respect to health, safety and the environment. This will include the following:
  • Assisting in Bulwer Bitumen maintaining a SAPS Rating of Level 3
  • Proactive management of health, safety and environment issues
  • Full use of HSE reporting system to monitor, control and investigate incidents
  • Ensuring systems in place to meet Environmental licence requirements
  • Ensuring site holds current licences and that licence conditions are met.
  • Ensure all terminal tasks and duties are carried out in accordance with Puma SAPS and apply the SAPS employee responsibilities:
  • Accepting personal responsibility for their own safety and for preventing incidents.
  • Inspect workplaces to identify potential hazards
  • Report all hazards to your supervisor and enter into HSE system
  • Immediately report all injuries to your supervisor and support incident investigations
  • Know and fulfill the International and Australian Safety Policies.
  • Execute Risk Assessments, Permit to Works and Work Instruction as required for the shift
  • Ensure risk assessments, permit to works, work instructions and procedures are followed for safe operation and maintenance related to Bulwer & Kirra Street Facilities
  • Observing and enforcing a safe working environment within HSE guidelines and monitoring the wearing of correct PPE in accordance with safety procedures
  • Reviewing and implementing Housekeeping standards, detecting and reporting on hazards as they arise and participating in Group Safety meetings
  • To represent the site operators in safety reviews and practices (HAZOPS etc.)
  • Ensure personal wellbeing to reduce health risks, including; taking full leave entitlement, maintaining work/life balance
  • Perform training & assessing in procedures and maintenance activities, as authorised
Financial
  • Support Terminal Management with Capex projects including:
  • Preparing cost estimates and proposal documents;
  • Arranging proper engineering designs where required;
  • Controlling construction to meet time and cost plans;
  • Ensuring all work that is carried out is compliant with Puma and Australian Standards
  • Monitor operations and maintenance to ensure costs and expenditure are minimised and remain within budget.
Leadership / Team Development
  • Lead and develop staff to grow capability and competence while fostering proactive teamwork with other groups.
  • Provide coverage for the Assistant Terminal Manager when required;
  • Assign tasks and review in accordance with SAPS requirements;
  • Manage own performance and that of direct reports;
  • Celebrate success within the team;
  • Contribute to the development of a positive culture.
  • Other duties as determined by the Terminal Manager
Key Relationships and Department Overview:Mandatory:
  • Minimum 5 years’ experience in Trade
  • Industrial site experience
  • Writing and use of Risk Assessment processes
  • Permit to Work writing and issuing
  • Experience in using Maintenance software
