What the role is:The Agency for Care Effectiveness (ACE) was established as a national health technology assessment (HTA) agency to drive appropriate care set up as a division of the Healthcare Performance Group in August 2015 to drive appropriate care as part of MOH's broader initiatives to and manage healthcare costs. ACE provides independent evidence-based evaluations of health technologies (e.g. drugs, vaccines, medical technologies, cell and gene therapies) to inform funding decisions and produces technology guidances on their appropriate use; and develops clinical guidance to inform healthcare professionals on specific areas of clinical practice. To improve patients' access to affordable treatments, ACE conducts value-based pricing negotiations with manufacturers to ensure prices of selected health technologies are commensurate with the value the technology provides based on proven clinical outcomes. Efforts to support subsidy implementation of health technologies evaluated by ACE and utilisation review of the impact of subsidy decisions are also part of ACE's mandate. ACE also develops and delivers educational materials and programmes for healthcare professionals and consumers to drive the practice of appropriate care and shared decision-making. Overall, ACE supports three key stakeholders - payer, provider and patient/public to assist them in making better and more informed decision-making in healthcare.What you will be working on:As Senior Manager/ Manager/ Assistant Manager (Strategic Planning & Administration, SP&A), you will plan, develop and implement initiatives to achieve ACE's work plan and objectives, specifically in the key areas below: Strategic planning and policy related matters • Review and analyse ACE's strategic role and functions in response to new demands and shifts in the external operating environment both locally and internationally • Develop the proposal for policy and legislative levers to facilitate MOH's and ACE's strategic objectives and priorities. This includes preparing and coordinating with ACE teams and relevant stakeholders on policy reviews and developments, and track and monitor timelines, drafting and enacting of the legislation. International and local memberships and alliances, and collaborations • Be the liaison officer with the international and local organisations/associations/alliances and to maintain long-standing relationships and identify new networks to participate in and collaboration opportunities through the existing relationships that can support MOH's and ACE's strategic objectives and priorities. This includes being the secretariat to organise and attend meetings with the overseas and local counterparts. • Track and report on ACE's collaborations to increase ACE's standing as a reputable HTA Agency and Guideline Organisation • Manage ACE's International Advisory Panel, including the selection, appointment and engagement of the members (e.g. organise meetings to discuss identified work areas or training workshops for ACE) with inputs from internal ACE teams • Develop and execute membership and remuneration frameworks (e.g. honorarium) for external parties participating in MOH/ACE's committees that support ACE's workstreams in achieving MOH's and ACE's strategic objectives and priorities Overseas and local training programmes and conferences and consultancy scheme • Organise and coordinate annual international conferences/ workshops/ meetings for ACE and to be apprised of the latest development in the areas of HTA, guideline development and evidence implementation, and for networking with overseas counterparts. This includes reviewing and coordinating on ACE's staff participation (e.g. speaking engagements, abstract presentations) and securing the necessary resources to support ACE's participation. • Develop and manage the consultancy scheme including to engage local and overseas consultants with expertise to support our day-to-day work. This includes developing and executing the remuneration framework and securing the funding for implementation. Procurement and contract management • Prepare and coordinate submissions to secure funding and budget approvals for ACE's memberships in local and international networks, related international conferences/ workshops/ meetings, training programmes, and any other ACE's programmes, products, initiatives and projects for ACE • Execute procurement activities to facilitate the implementation of ACE's programmes products, initiatives and projects • Contract management of ACE's vendors/suppliers • Track and report budget utilisation for these initiatives Budgetary projection and allocation • Work with partners to project future budgetary needs and establish yearly budget plans • Review finance, budgetary projections and monitor utilisation to assess whether targets are being met. • Develop budget guidelines, standard operating protocols (SOPs) and budget documents and review them regularly with respective sub-teams within ACE. Administrative related matters • Prepare submissions to management for clearance/approval • Support the review and implement internal processes to support efficient and effective delivery of ACE's outputs and organisational development plans. • Develop and maintain SP&A's Knowledge Management materials • Assist with ad-hoc projects and events organised by P&P • Perform any duties assigned by supervisors You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What we are looking for:
  • Tertiary qualification in the healthcare field, with at least 2 to 4 years of experience preferably with business management and administration background. Fresh graduates are welcome to apply. • Possess programme planning and project management skills • Possess the ability / interest in finance and budget, and engagement with local and international contacts • Meticulous and organised • Excellent written and oral communication skills • Proactive, able to work independently and as a team • Ability to consider issues within the wider context and take a strategic perspective when formulating proposals and recommendations • Ability to integrate information from a wide range of sources in a complex environment and to analyse situations and problems in a systematic and logical manner to identify key issues • Willingness to consult and involve others to gain their buy-in and co-operation As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
